    Siwawer  NewsTo pay tribute for their noteworthy contribution in educating the youth of the municipality, the Vintar Elementary School Teachers Association (VESTA) headed by Mrs. Melecia Fely Rose G. Agbayani, tendered a testimonial program in honor of 18 teacher-retirees last July 5 at the Vintar Municipal Auditorium.

    Formally opening the program was Mrs. Agustina R. velasco, public schools district supervisor, Vintar District II. Providing entertainment to the honorees, their families and other guests present were representative teachers from the East Zone, Metropoblacion, Surong Zone and North Zone who rendered various dance numbers.

    Highlighting the program was the presentation of each retiree by a representative teacher who lauded he honoree and narrated some memorable experiences while he/she was still in the public service… In turn, the honorees expressed their gratitude to their colleagues who have helped them dispense their duties and responsibilities. The air was indeed a mixture of emotions—sadness and joy.

    In recognition of their invaluable services, each retiree received a medal from the Ilocos Norte Public Schools Teachers Association, a plaque of appreciation and cash from the VESTA and a personal gift from Mrs. Velasco.

    Given due honors and recognition were: Mrs. Elvira G. Maltezo; Mrs. Luisa Estefania G. Andrada;and Mr. Rodrigo N. Pailma (administrators)..

    Also honored were Mr. Artemon I. Calaustro; Mrs. Lourdes C. Calaustro; Mrs. Perla C. Foronda; Mrs. Lila S. Borja; Mrs. Pasuvita C. Foronda; Miss Celerina A. Magayano; and Mrs. Lilia A. Pailma (Master Teachers0.

    Other honorees were Mrs. Evelyn Bilango; Mrs. Corazon R. Cuaresma; Mrs. Victoria M. Mercado; Mrs. Clarita C. Rivera; Mrs. Edna C. Sampayan; Mrs. Nonata G. Valdez; Mrs. Clarita C. Gapuzan; and Mrs. Erondina S. Ubay (various Teacher ranks).

    Home for me was in Manila and I was the usual 70's kid. We often pay a visit to our relatives in Vintar especially our Nanang Pepay (grandma). Though I didn't really live in Vintar, I do have fond memories of it as I was growing up. I spent my summer & Christmas vacations in this lovely place, which I consider some of the best times in my life. Some of the most beautiful things that I remember when I was growing up in Vintar include the following:

    *Waking up early in the morning to go fishing in “KARAYAN” with my Uncles.
    *My Uncle, Tito Danny, trying to teach me the ropes on fishnets.
    *Swimming at the Beach (Pagudpod & Sexy Beach) with my Titas & cousins;
    *Going to the town fiesta with my favorite aunt, Tita Ofe;
    *Eating seafoods such as small shrimps, “Jumping Salad” and “BOKTO”;
    *Watching the rain fall from the roof of our neighbor's (Reyes) veranda;
    *Reading “BANNAWAG” (An ilocano magazine)
    *The Annual Local Fair & Santacruzan;
    *The humble, hardworking and frugal Vintarinians;
    My first crush, Penny Green Acacio
    *The affection that I lovingly received from my Nanang, and all my uncles and aunts.

    There was no television and phone lines in Vintar back in the early 80's. We only depended on AM radios and snail mails. Locals sleep early at night. And during the night you could hear curious insect sounds as well as sounds that my grandparents would attribute to the “MOMOO” or “PANDONG”. Well... that was Vintar in the 80's. Quirky as this may sound, I miss those times. Gosh, I miss being a kiddo and life then was never complicated- No worries in the world. On a personal note, I miss Nanang Pepay and the simplicity of life living in Vintar, I look forward to have a vacation there and have that Ilocano way of family get together celebrations and Warm Barkada Happenings.More power to SIWAWER POWER!!!

    Siwawer Journal Seventy Korean boys and girls aged 11 to 13 who are studying in various elementary schools in Korea, attended the 1st Korean English Camp (A Basic English Course for Foreigners) hosted by MMSU College of Teacher Education and Graduate School. Lasting for two weeks, the camp kicked off July 30 and ended August 11, 2007.

    I am fascinated watching aircraft as they land and take-off. Several occasions on my day-off, I would bring my wife and kids to Changi airport or Changi Village in Singapore to watch aircraft as they maneuver for Take-off and Landing. As we watched the planes, memories of the Old Hongkong Airport flash back. Kai Tak is the first international airport in Hongkong. It is one of the most famous in Asia and it is known worldwide for its unusual approach and noted for its low- altitude landings. This airport is in the middle of a densely populated area and the room to work with for the pilots is very tight. The risks and danger is quite high.

    Siwawer JournalEvery year my family always finds time to go to Dasol, Pangasinan to meet my relatives (from my motherside) coming from different places. The place is called Baranggay Uli where the JABC Farm is situated.

    This Farm is owned and operated by my cousin Mr. Jesse Abella Calaustro who is in Agribusiness. It is a 2-1/2 hours highway drive from my place in Subic and another 45 minutes bumpy drive in a Baranggay road. My kids love the place, they happily room around enjoying the scenery, fruit bearing trees and farm animals grown and raised there. It is always common to my cousin to leave something for my kids, nephews and nieces to harvest. While they are harvesting, my cousin will explain to them how the seeds were sown and planted or how the aquamarine life and livestock were reared.

    For me, it is a place where I can bond with my elders especially to my Uncles and Aunts. I always find myself talking to Uncle Jose who is considered as our Family Historian. He is very proud and never gets tired telling me stories about our forefathers including the history of our town Vintar. This is where I learned the story of Bislak River, which is undocumented. I wanted to share this to our townmates; maybe some of our old folks who are still around can shed more light about the Bislak River and how other places got their names.

    Siwawer  NewsMr. Meneleo Joey Leano, the Municipal Civil Registrar (MCR) of Vintar took his oath of office as the newly elected President of the Civil Registrars Association of Ilocos Norte and Laoag City (CRAINLAC). This is already the second time he was elected as president of the association. He was sworn into office in Bacarra on January 12, 2007 by Mayor Philip Velasco. Congressman Roque B. Ablan Jr. was also present during the oathtaking and he highlighted the activity.

    Siwawer JournalTh first segment introduced an idea on how Vintar can meet its obligations under the provisions of Local Government Code of 1991 with the help of Vintar OFW remittances. The code of 1991 sets up a partnership between local government units (LGU) and non-governmental organizations (NGO) to pursue development and poverty alleviation. This segment will show how an NGO with the support of Vintar OFW can fund and help the projects and programs of our local government.
